In a nutshell, a notary public's duty is to attest deeds, contracts, and other instruments that are to be used abroad and to give a certificate of the due execution of such documents duly authenticated by his signature and notarial seal.
A power of attorney is a document that appoints a person (called an attorney), to act on behalf of another person who grants the power (the donor) during the donor's lifetime. The purpose of a power of attorney is to provide proof of the attorney's powers. It allows the attorney to sign any document or do any thing which the donor can do legally, subject to any conditions or limitations stated in the document.
A Deed Poll is an official document needed to change your name legally. It is recognised by all official government departments, companies and organisations and will therefore allow you to change your name on your passport, bank accounts and other official documents.

Common questions
What is the difference between a power of attorney and a Lasting Power of Attorney?
An ordinary power of attorney lets someone act for you while you still have mental capacity, for example while you are overseas, and it stops working if you lose capacity. A Lasting Power of Attorney is made while you have capacity but is designed for the time after you lose it, and is registered with the Office of the Public Guardian.

A lawyer prepares a deed poll, which you sign in front of the lawyer with your identity documents. You then update your NRIC with ICA, in person or online, within 28 days of signing, and afterwards update your passport and inform banks, employers and other organisations.
